245 loss of brakes 200 1989

hello all,
89 245 - twice in the past month i've lost brakes on the hwy. both times it was after a 40min backup of stop and go traffic on the hwy on warm (but not hot) days.
first i smell burnt brake fluid. after the traffic clears and i'm back at 100kph, then the pedal goes to the floor with no braking power, i have to gear down and use the parking brake. there is NO drop in brake fluid. after 45-60 mins everything is 'fine'.

i drive the car everyday in stop and go traffic around town with no problems. just these two times, and both on the hwy.
in the past 6 months i've replaced the rotors, pads, rl caliper, and e brake.
i am guessing its the brake master cylinder and or the vacuum brake booster?

i like my 245, but i can't drive a braking lotto.
