power window motor dead? 200 1992

My front passenger power window does not work locally or from the driver door. With the igntion at KPII I have 12V on the yellow lead at the passenger door. I have continuity from the passenger door switch to the power window motor on both leads. When I depress the switch and take a voltage measurement where the power input leads are soldered to the motor, I see about 6V (not 12v ?!).

I ran this test with two different switches in the passenger door to rule out a problem with the switch. The motor seems to make some faint clicking noises and sometimes sounds like its trying to do something when the switch is depressed. Finally, when I take a resistance reading across the input terminals into the power window motor, I get about 1.3 ohms.

Is there an expected resistance of the power window motor?

Does it sound like this motor is dead?
