STRANGE-turn off ignition-lights stay on 200 1993

My 1993 is acting up. I noticed that when I turn off the ignition my headlights stay on. Also notice that I can hear the fan on very low too. If I turn the fan on to any speed(with the ignition switch off) then it stops. Fan and headlights work normally when the vehicle is on.

What the heck is going on?
