Blower motor won't go 700 1987

I pulled the motor out and it works great hooked to 12V.
Replaced dash switch, resistor, and the 2 other relays you see when the glove box is out. (all parts from my daily driver/known good)
Fuse 6 gets 12v +- on both sides. Fuse 6 right?
The 4 speed switch gets around 12v at one connection, and the other 3 get 0.
Ideas? Oh yeah...with the switch at 0, the motor spins at what I'd say is "speed 1"
