960 Blower Speeds 900

My daughter's 96 960 heater/ac blower will run manually at 0-4 settings,stepping up blower speed from off to the fourth position. But when I set it to 5 the speed remains at the 4 setting with no increase in fan speed or air output. Any ideas on what's going on here.
