fuel injection question 200 1989

Code 1-1-3

Checked fuel injectors per Bentley. When I pulled power on #4, engine idle did not change.

I pulled that injector, it checked fine...16.2 ohms.

Idle still rough, checked the power at the harness, have voltage, 12.2ish.

Not sure where to go now.
