1981 240 erratic idle when warm 200

My 81 wagon starts and runs fine unless I have a lot of red light stops. Then the idle will drop so low I have to keep my foot on the throttle or it dies. It always starts right up but will continue to do this Until I drive a few miles without stopping. Is this a throttle body problem? I have read a lot about a lot of problems with low idle when cold, but mine does it after it's warmed up.
