93 940 Is 206f REALLY the temp at which the radiator fan kicks on at?? overheating 900

I got it in and surprisingly did not break anything doing it. But still, The block temp was hitting the mid 210's and the coolant temp (taken at the upper driver's side flap in back of the radiator inched above 206, the coolant was rapidly rising to the top of the reservoir bottle and I ended up jumping the coolant temp switch (the new one) to get the fan to come on. What is missing here? I would have had coolant coming out of the vent hole in the cap (assuming there is one) before the fan came on because I was no more than four seconds from it hitting the top of the cap. I am missing something here
