Rust-Rot in my "running board/rail/rocker'... (122s) 120-130

I've got a rusting problem that is getting serious along one of my rocker-rails... or what do you call it? The portion of boddy that runs from front wheel well to rear, under the doors at the very bottom?

I am wondering how difficult it is to remove these and re-attach/weld on new replacement ones, or used ones in decent shape? I took a look tonight but couldn't seem to see spot-welding or indications of how these went on and could come off, although I've heard that I think they can be replaced in cases of severe rot...

Has anybody had this done or tried it at home?
