Power steering hard to turn left when cold 200

Since it's getting colder on start up it is hard to turn the steering left and while driving it seems to be pulling left until it warms up.
In the summer I replaced the power steering pump(with up grade A/C and power steering pump from 91 240)while changing A/C. So I don't know where to go with this problem other then I know the rack was replaced last year and I don't think it's that.
Any thought's on this?
