He said in his post that the rack was replaced last year. Unless the rack is defective I seriously doubt it is the rack.
Don't jump to the conclusion it's the rack. It's the most expensive steering repair and what if your diagnosis is wrong? Consider all the the other possibilities first.
I've had steering problems with both my 240 and 850. I replaced the lower steering u-joint and the rack on my 240. That was an expensive lesson! I did learn from the experience and read up on steering issues. When the steering on my 850 started not returning to center I applied WD-40 to the lower u-joint and fixed that problem (corrosion). When the rack seals on my 850 started leaking I changed the PS fluid to ATF and "voila" the leaks stopped. Much cheaper than replacing the rack...:)
