Uh oh - need some coaching here 120-130

Sorry for the iffy pictures, all I had was my Blackberry phone camera at the time.

This is the passenger side battery area, while the rust holes there are to be expected and shouldn't be too hard to fix I noticed that there is a tear below that on the seam where the inner fender curves down towards the lower part of the engine bay.

There is also a horizontal gap between the inner fender and bulkhead area. There is brazing there, not sure if that is original or not.

The open seam was under what looked like factory seam sealer, but it came off like a fiberglass material.

So, take me to school here please;

1) Is there supposed to be a horizontal gap there?

2) Should I MIG weld that horizontal gap up?

3) Is that brazing likely from the factory or from a prior owner?

4) Was that factory seam sealer or from a prior owner's "handywork".
