'88 740: One low beam out, but works along with high beam? 700

One of my low beams only works when all four headlights are on. Is this likely to be a problem with the relay?

Also, the PO wired the headlights so that they turn off when the car is turned off. (just leave them "on" at all times to use as DLR's). Not sure if that could be a problem as well...

Will start by tracing back and cleaning connections.
