No Start 200 1980

1980 242DL with CIS fuel injection, 134k miles refuses to start. I narrowed the problem down to the wiring to the main fuel pump. When I apply 12 Volts directly to the pump, it hums and pumps gas to the hose going into the fuel filter in the firewall. Also, I jump fuses 6 and 7 and no buzzing; jumping fuses 5 and 6 activates the in-line fuel pump. The fuel injection relay contacts are fine and I don't hear any noise on shaking it. I also removed and reinserted the leads to the main fuel pump. What am I missing?
