Retiring 93 240..

Hi,
Im at a crossroads with my 240, and Im not sure what to do. Its failed California smog. It really runs rough and loud, I think it has a worn cam shaft. It has rust issues on the underside, wheel wells etc. It could use thousands of dollars of work-the steering rack has a small leak, a new full exhaust, radiator etc etc.

The state will in theory give me $1000-$1500 to retire it. I feel like a jerk retiring a 240 that with a bunch of work has some life left in it. I can't sell it if it won't pass smog, its a state law. The interior is in extremely nice shape- but the body has dents everywhere. It has 175k, not that high for a 240. Im not a wealthy person, $1500 is a fair amount of money to me that I could use. I could spend $2500 fixing every inch of the car and still not be able to sell it for $1500 where I live.

Any suggestions? I love this car, but Im also trying to realistic about the situation and the money involved. Not happy about this.
