Is it the Idle Control Motor? 200 1991

I have a '91 240 Wagon that's been running really rough at idle speed, often stalling at lights. I changed the plugs and had a professional mechanic give it a tune up. He said it needed a Mass Air Flow Sensor. I bought a used AFS on eBay and installed it, but the the problem didn't get any better.

A neighbor of mine, who has two 240's thinks it needs a new Idle Control Motor. If you think so, can anybody out there give me the crash course?
