AW70L still has issues 200 1991

As mentioned in a previous post,I recently installed a transmission in 240 with new rear bushing and seal. The transmission shifts well between reverse and first, but will not shift out of first gear during the first minute of operation. It takes a couple of more minutes for it to up shift without backing off the throttle, It also maintains a shifting rpm that is higher than normal after warming up.
When I'm decelerating at around 65mph there's also an occasional slight delay and a light thud if I start to accelerate. i believe this is the transmission reengaging.
The torque converter appears to be not going into lockup either. Never driving a lockup Volvo and with out a tack, I could be wrong.
I have tried adjusting the kick down cable which is only a few years old and originally from my other now defunct 240.
The transmission fluid was in good shape and the pan was also rather clean with only a very thin residue on the bottom. In retrospect, I probably should have clean the filter, but considering the overall clean condition coupled with my skill level, I decided to leave well enough alone.
From what I've read, the transmission may not be building up enough pressure to initiate the shifting. If its not in the kick down cable; leaking seals, governors and valve bodies have been mentioned in producing low pressure. Are these expensive repairs and can they be reliably diagnosed.
The issue that it's having when cold I find disturbing since thick oil and cold non-expanded internals can produce the most stress and dysfunction. Is this an indication that it need a complete rebuild. If so I guess the next question should be; Does anyone have a trusted/reliable aw71L???
