240 Alternator Belt 200

My alternator belt will not tighten. I loosened the two bolts that hold it in place and replaced the long screw that you use to adjust the tighness of the belts because it broke off. I have now tightened the new adjusting bolt almost all the way down but the belts are looser now than when I first started. Did I forget to do something? I even loosened the bolt that holds the adjusting bracket in place before I started tightening the adjustment screw. Please help!!
