A?C Evaporator Drain Restrictor? 200 1993

I just pulled the A/C Evaporator Drain on a'93 240 and, of all things, I found a restrictor in the middle of the run. This thing reduces the 3/4" drain hose to about a 3/16" hole. I usually hesitate to change anything the good engineers saw fit to mount to a car, but this one has me puzzled. Does anyone know if there is a reason to restrict the drain in this way?
