fuel problem 200 1980

I need some advice and am not sure where the problem exists. The car is a Volvo GT which sits with the rear end lower then the front. The car will not start until I jack it up above the front. I don't know if it is the fuel pump which one or the accumulator not keeping fuel up there. Also the fuel does not seem to stay at the engine and needs to be pumped up. Any suggestions, please.
