Two 142 questions:

I found this in my "new" 142. It's situated next to where the alternator is, but it was disconnected. What is it and should and where should it be connected? I have the Bosch AL77X alternator.
Secondly, should the B20 engine have a grounding strap attached to the firewall? My green manual for the 1970 140 doesn't show one, unless I missed it. The engine is grounded via the battery negative terminal's ground to the chassis beneath the battery tray. Should that be enough?
