89 240 stopped running 200

Have an 89 240 that died on way home today. Found Fuse F4 (in tank fuel pump) blown. Replaced fuse, but, still won't start.

Removed fuel pump relay and checked for cold soldering joints. Found a few and re-soldered. Re-installed relay, but, car still won't start. Also found exposed wire to relay that may have shorted on metal relay bracket. Not sure if this was the casue of blown F4 fuse???

From previous post "Jumpered fuse 4 to 6 to hear the fuel pumps. If you remove fuse 4, you'll hear the tank pump when jumpering 6 to 4 (on the right side), and main pump when connecting 6 to 4 (on the left side)". Did this and both pumps work. Although I had to "tap" on side of main fuel pump to get it to star working (not sure what that means).

So, bypassing relay and jumpering fuse (f4 to f6) seems to allow all to work. Does this mean I have bad relay or is there something I'm not checking or missing?

Does the relay provide power to main fuel pump AND in-tank fuel pump?

Any help would be greatly appreciated.
