High RPMS 2-3 minutes after start 200

My friend has a 1992 wagon and the rpms go up pretty high 2-3 minutes after a cold start. He guesses they are going up around 2000. It stays up there for a minute or two then settles back down but will happen sometimes when the car is at low speeds or at a stoplight. Any ideas on what could be causing this? Any help would be greatly appreciated.
