No Headlights Unless Stalk Pulled Back 200 1992

Turn the dial all the way to the right and nothing. Turn it to the middle and I get parking lights, tail lights and dash lights but no headlights.

I had to drive home while holding the stalk pulled toward me to get high beams. Once the stalk is released, nothing again.

Is this the main headlight relay? If so, how difficult is this to switch out?
