idle issues 200 1989

After driving a bit, then stop and idle, idle is fast; if give it gas and let go, idle still fast. ONLY if turn off motor, then turn back on, idle is normal until driving a bit.

So far, new fuel pressure regulator, checked all vacuum hoses, tune up parts good. Throttle cable good. Ideas? Thanks?
