Bolts torqued into tailshaft housing causing leak. What to do? Pic inside. 200 1988

I think I found the culprit to the annoying leak I've had. I took out the two leaking bolts and saw this:

Also I noticed the bolt washer is split and I don't remember it being that before so I think it might broke, but I might be wrong about that.
So what should I do here, sand the fuzz down and replace the washer? Would a copper washer be a bad idea?
Does the number of 20-30 ft/lb torque I found for the 6 tailshaft housing bolt sound accurate or is it what I've suspected that my torque wrench is off?
