89 240 odometer repair? 200

I have an 89 240 with a broken odometer. The odometer/trip stopped working about a year ago. Pennsylvania requires the odometer work as part of the annual vehicle inspection. So, i must fix. Not sure what failed, but, is the typical odometer failure in the 240 something that can be repaired or would it be easier to replace the entire gauge panel (e,g...odometer, speedometer, clock, fuel gauge, etc...)? FYI....all other gauges/functions work except the odometer. Thanks!
