timing belt questions 700 1988

1988 740 gle wagon b230 non turbo m-47 tranny....

ok have off top cover of timing belt and there is just a shi_ load of oil and gunk in there.

problem two ...belt doesn't look broken but when i turn crank at 24m bolt cam doesn't move nor belt.

I'm trying rope trick to get crank pully off but if valves don't move with the crank how do know where they are?

i moved the valves with the top gear and belt moves....i aligned the markings on the case and gear.....where does that put the valves in cylinder 1?
Can i know do the rope trick or should I move onto the muffler clamp chain method.

what about all that oil????
