1991 Volvo 240- leaking cooling fluid out of a hole in the radiator. Temporary plugged hole with fishing lure. Possible hose and/or plug missing...

hole has rubber grommet. located upper right when facing radiator from firewall.

Any suggestion you can offer is much appreciated. thank you.
