Just had a 94 - 940 fail calif. smog. the reason was that the vacuum routing decal (on the passenger fender well) showed a different vacuum connection for the Evap that what is standard on the car. In ca, if there is a vacuum routing decal, the actual vacuum connections MUST be the same as shown on the decal. If not, it is considered a tampered system and will be failed. I looked at my 95 -940, and I had the same decal (and the same vacuum line miss match). However, the owners manual showed that the actual hook up was correct and both decals were wrong. I took it to a referee station. The only reason he agreed with me is that I brought the factory manuals with me that showed that the existing set up was correct.
Fix - remove the decal.
the decal showed that the large diameter hose as going on the right vacuum port on the intake manifold instead of on the left side where it is actually connected to on almost all 1985 to 1995 (740-940) non-turbo B230F engines
