I found an exhaust leak at the front joint of the catalytic converter due to rusted flanges.

I would like to repair it using split flanges from Volvo or Napa. Do I need a new seal or can I just attach two split flanges and bolt them to gether. Does the old rusty flanges need to be cut off?
