945 taillights swap question 900 1991

I have a 91 945 SE (turbo) and it has red/yellow/white taillights. The top light on both sides is a rear fog light.

I've picked up a very nice set of 965 tailights (red/white). The top drivers side taillight has a lamp for fog light use, but the top passengers side taillight has this position blocked off with no opening.

Why is there only one top opening? Am I able to use them on my 91 945?
