bad idle 700 1989

my 740 will not idle smoothly. it has new plugs/wires. cleaned the throttle body. no vacuum/air leaks. was reading about the iac valve?? what are the symptoms of the idle air valve being bad.. I don't know what else to check. also new head gasket/intake
