Dash Lights Mystery 444-544

I think I have a ground issue, but want to run this past ya'all for 2nd opinions. After picking up a sweet 63 PV earlier this year, I noticed the dash lights would not illuminate. I pulled the bulbs and they all tested good. I then put a volt meter on the headlight switch terminal and didn't see any fluctuation in voltage when turning the rheostat. Thinking it was a switch problem, I found a replacement headlight switch, replaced it in about 10 minutes, and the same problem shows it's ugly head.
I am certain it is a grounding issue. My question is this: is the switch negative ground by virtue of it's dash mount? or is there a ground lead(s) on the one of the switch terminals?
