71 142 Fuel pressure? Oil vent cap presure? 140-160 1971

I am trying to get my recent acquisition running properly. I put the new weber carb on last night and it fired up and does run, although it seems to be running rich. My initial questions are this:
Should there be pressure coming from the vented oil fill cap? When I put my hand over the cap when the car is running it puts out a 'chugging' stream of air pressure. I do have the crankcase line running into the bottom of the air cleaner and was considering putting a tee into the line and adding the oil fill vent, but I am concerned it might be to much pressure and negatively affect the crankcases needs.

Is there a fuel pressure regulator on this car? What does the stock fuel pump deliver as pressure? The Weber carb I understand likes to be fed no more than ~2.5 psi, and I wonder if that could be an issue.
