AC blower surging up and down 700 1992

as in it seems to blow cool air at a stoplight, then when going up a hill the fan and cool air flow slow to nothing, then it will come back halfway up the hill. i'm sure the ac could use a freon charge, but that shouldn't affect the fan speed, should it? just had heater core replaced in early 2013, fan works fine with heat on.
