'88 wagon fuel filter bracket part ID help please 200 1988

there seems to be just one bolt which is shared by the fuel pump bracket (which has 2) to hold the filter down on its mounting plate. if I can attach a photo of what I'm talking about, you will see the top , with chalk on it, of a little leg punched out from the filter bracket just above the hex head. is it superfluous, like an appendix?
seems like it should have lined up with a hole for it to provide a little more stability. thanks.

also, anyone know what to torque the banjo bolts to? I just cranked me down real tight.
