Passenger seat belt won't extend 900

I swapped out a power passenger front seat for my 91 945SE with a manual passenger seat from a 94 960. All the bolts fit as expected, but I'm having difficulties with the seat belt.

I unbolted it from the side of the original power seat, and left it dangling for the past week. Then earlier today I swapped in the manual seat I picked up.

The seat went in fine, but when I tried to reinstall the seat belt, it won't extend. Any ideas on what I did or what is causing this?
