CRUISE CONTROL ( Vac. Lines OK ) 900 1994

1994 940 non turbo 296,000 miles. I push cruise control button in and car only holds speed for a few seconds. Then it starts slowing down. Resume speed switch does nothing. However depressing gas pedal slightly gets cruise control to work again. But again only for a few seconds. I checked all vacuum lines everywhere. They are all fine. Could problem be a bad component ? Maybe the lever at steering wheel ? The unit under hood that lines go to ? The bellows ? Thanks in advance for advice & help with this.
