1992 240 no crank. 200 1992

Car that has been sitting all night and into afternoon will not crank or click. Dash lights work, cigarette lighter plug in voltage indicator with green, yellow and red bulbs goes red when turning the key. Come nightfall and cool weather, turn key and car cranks and starts. Problem goes away for weeks and then reoccurs. Have been told it could be starter. Is this most probable?
