Replacement of Turn Signal Switch 1800 1970

My TS switch won't stay engaged very well while turning left. Very touch and easily pops out of engagment before the turn is completed. I have a replacement and I think I looked at this some years back and determined that I'd have to drop the steering column to get at it. That involves grinding slots into the smooth heads of the two retaining bolts, or grinding off the heads.

Is there a simpler way to do it? Can anyone give me a step-by-step on this job?
