1990 240 lights not turning off 200

I have been having an intermittent problem with my 1990 240 DL wagon and the problem has been getting worse. I usually run with the lights in the on position where they go out when the key is turned off. Lately the lights don't always go off when I shut the engine off and take the keys out.

I suspect a relay (or maybe the light switch). Have any of you had this problem or can you offer a solution? If you think it is the relay, do you know where it is located?
