AC Compressor shorting out fuse & not powering (working) AC Condensor fan. 700 1990

Thanks for forum..

2 weeks as new owner of 1990 760 Turbo wagon in Florida. Working on fixing up some things here & there. My current issue is when I got the car the first 3 days my AC worked regularly. Not sure if this is a coincidence but 3rd night we had a heavy rain and my AC fuse blew out. Since then it is blowing each time I turn on AC button, and the green AC light flashes all the time.

My blower works ok. My AC Fan in front of condensor does not come on with the compressor in the 10 seconds or so that it runs prior to fuse blowing.
Q # 1: Should the fan come on once the compressor kicks in or is there usually a delay?

The Fan does work on it's own when I hot wired it direct to 12V power.

Q # 2: Aside from my initial thinking that my compressor is old old with bad coils, and needs to be replaced, anyone have any other suggestions for things to check or look for before having AC Compressor replaced?

Again not sure if the heavy rain shorted out some open wiring somewhere or if that was coincidence...
