Trying to start a rebuilt engine, and find that at the coil, with the ignition switch on and 12 volts appearing on the switch terminals, that there is no voltage at the low voltage wire terminal on the coil top. Shorted coil?

All 4 of the ignition wires from distributor cap to plugs show open circuit when individually checked with a continuity meter. What am I missing here? This distributor worked OK 2 years ago when the engine last ran...
