Dim instrument cluster lights 200 1989

The rheostat still functions, but even at the high end of the adjustment the instruments are barely illuminated.

Shorting across the leads to the rheostat still only brings the dim illumination to the same unacceptable level.

The rest of the cluster does not have any electrical issues.

How do I chase this fault?
