Rear window defroster no work 200 1984

Daisy Lilly, my old 84 244 that is slowly being restored so that everything works. Relays all work and I find 12.6V in the yellow wire going up into the left side to the heating grid. At the grid I measure less than 2V. I'm thinking it should be 12.6V at least initially. It looks like a lot of work to get all of the trim apart. Can anybody tell me what is wrong?
