A/C compressor cuts in/out... 200 1991

About 2.5 years ago I purchased a 1991, 245 with a 177k on the clock.

Recently I've been able to get it on the road and was trying out the A/C and this week and here is what I have discovered.

When I turn it on the compressor engages and disengages for some time and then stays on all while at idle. When I rev the engine the compressor then goes back to engaging and disengaging.

Thoughts???

The refrigerant is R-134a.

Also, the pusher fan does not come on. What am I missing here???
