Could Bad Catalytic Converter be causing Code 221? 200 1989

Hi,

I first detected what I thought was an exhaust pipe rattle (sounded like the heat deflector) but further investigation found the was coming from my catalytic converter. I'm thinking the converter is breaking down inside causing the "rattle noise".

Car is an 89 Volvo 240 w/330,00 miles and original catalytic converter.

My question is, the check engine light came on about same time the rattle started (Code 2-2-1) and was wondering if a bad catalytic converter could possibly throw this code?
