Gas Leak Tank Question 444-544

I have a 1960 544 that I am trying to put back to in sound mechanical condition. I filled the tank and noticed a strong gas smell. I think it's leaking fuel around the tank sending unit.

Is the top of the gas tank the floor of the trunk? What protects the sending unit from something being placed in the trunk?
