K-jet equipped Volvo dumping too much fuel 200 1981

Hello, I have a question about the K-jet CIS.

The symptoms are: It will start for about 10sec and cuts off. I pull the plugs and they are wet with fuel and oil has a gas smell. I just picked up this car today so i don't have the full history of the vehicle. It looks to have new parts...plugs and wires, injectors, cap and rotor.

I've read about a vacuum line from the fuel pressure regulator(FPR) that if it is full of gas, the FPR is bad. I looked on K-jet.org for solutions but I'm a bit stuck. Any help will be greatly appreciated. Thank you
